Tax-credit syndicators help bridge the gap between the various parties to affordable housing transactions. Syndicators raise money from investors and identify low-income housing projects in which to invest that capital. Absent use of tax credit syndication to monetize tax credits, less affordable housing would be built in my view. Some might see the syndication as abusive, but it's frequently done and efficient use of capital.
