How can our city generate OZ investments to improve our infrastructure?

I have heard investments in infrastructure can be more challenging than others, why? How can we most efficiently start this process?

    One lesser discussed benefit of OZ tax incentive is the federal funding being directed to Opportunity Zones. This includes significant investment from the Department of Transportation (DOT), which could be used to improve your infrastructure. DOT has given preference to Opportunity Zone applicants in 18 of their grant programs, ranging from programs to improve bus transit and rail to comprehensive infrastructure development.

    There are funds that will invest in infrastructure such as chilled water and steam in central district energy systems. Also, toll bridges could qualify. I suspect you would need to market directly to such groups or private equity groups to secure interest.
